House Appropriations Subcommittee Discusses Budget For Serving Older Americans

On March 17, 2004, the House Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies convened a hearing to discuss the President’s FY 2005 budget proposal and requests from agencies serving older Americans.
The hour-long discussion, chaired by Representative Ralph Regula (R-OH), included testimonies from David Dye, Deputy Assistant Secretary of Labor for Employment and Training; Josephina G. Carbonell, Assistant Secretary for Aging for the Administration on Aging; David Eisner, CEO for the Corporation for National and Community Service; and Director for the National Institute on Aging Richard J. Hodes, M.D.
Deputy Assistant Secretary Dye’s testimony included a request for $440 million for SCSEP, (an increase from the current $438.7 million appropriation,) with a proposed allocation of 78% to the 13 national grantees and 22% to the 56 state and territorial administrators. No questions were raised about SCSEP during the testimony.
Other FY 2005 requests included $1,055,666,000 for the National Institute on Aging and $1.377 billion in discretionary budget authority for the Administration on Aging. Most of the questions concerned health-related issues and research and were directed primarily to the National Institute on Aging director and Assistant Secretary on Aging Carbonell. Representative Kennedy expressed his concern to Ms. Carbonell about a recent New York Times story regarding the Meals on Wheels program.
