Christine “Chris” Garland has more than 20 years’ experience with human services and workforce development program development, delivery, management and administration with community-based organizations and has developed several award-winning programs.

Chris joined the Center for Workforce Inclusion, formerly Senior Service America Inc., in 2003 as a Program Officer.   She was promoted to Director of SCSEP Field Operations in 2007, National SCSEP Director in 2009, and to her current position in 2019.  In her current role, Chris is responsible for overseeing the successful implementation of our workforce programs including its Senior Community Service Employment Program (SCSEP), a $45.2M grant from the U.S. DOL that is implemented via a network of 65 SCSEP subgrantees in 13 states.  Chris assists with partnership development and identification of new programs and resource opportunities for SSAI.

Prior to joining the Center for Workforce Inclusion, Chris served as the Executive Director of MEDBANK of Maryland, Inc., where she grew the budget in 18 months from $100,000 to $1.4 M annually.   MEDBANK was awarded the 2002 Baltimore County Business Award in the Category of “Entrepreneurial Spirit.”  Additionally, Chris launched the MEDBANK Pharmacy, Inc., a subsidiary 501(c)(3) nonprofit, mail-order pharmacy, and The Daily Record recognized the MEDBANK Pharmacy AS A “2002 Innovator of the Year.”

Chris is a former President of the NASW-Maryland Chapter, and she holds a Certificate in Aging from the Institute for Geriatric Social Work from Boston University. She earned both her Certificate in Nonprofit Management and her M.S.W. from Virginia Commonwealth University and her B.A. from The College of William and Mary.
